Virginia Delegate David Toscano is sponsoring a bill (HB 1683) that could be a game changer for cyclists and other vulnerable users of the roads. On January 12th, 2011 Toscano will offer the bill which has two main features:

  • Increases passing distance for passing bicycles from two to three feet.
  • Makes it illegal to follow too closely bicycles, electric personal assistive mobility devices, electric power-assisted bicycles, and mopeds.

Enacting a 3ft passing law is a top legislative priority for the respondents to Bike Charlottesville’s 2010 Bike Ballot.  Motorists need to know that cyclists have a right to be on the road with a safe buffer.  Following too closely and buzzing cyclists isn’t safe, it isn’t right, and if HB 1683 passes, it will no longer be legal.  The safety of cyclists is on the line.  Could this be the year for the 3ft passing law?Cyclists, now is the time to bang the drum.  Spread the word throughout the state.  Flood your representatives with phone calls asking them to vote “yes” on HB  1683 to protect the safety of Virginia’s cyclists, motorized wheelchair users, and moped riders.
